Son las + [hour number] + y cuarto.
For any time from 2:15 to 12:15, you start with 'Son las', say the number for the hour, and then add 'y cuarto'.
The Special Rule for One O'Clock
Es la una y cuarto.
One o'clock is special! Because 'una' is a singular, feminine number, we must use 'Es la' instead of 'Son las'. This rule is only for the 1 o'clock hour.
