The Rounding Rule (To the Nearest Whole Number)
Look at the digit in the tenths place. If it is 0, 1, 2, 3, or 4, round down. If it is 5, 6, 7, 8, or 9, round up.
This is the main rule for rounding. To round to the nearest whole number, we only need to look at the first digit after the decimal point (the tenths digit) to decide if we go up to the next whole number or stay at the current one.

0.X = \frac{X}{10}
This formula shows how a decimal in the tenths place is the same as a fraction with a denominator of 10. The digit in the tenths place becomes the numerator.
