Decimal NumberA number that includes a whole number part and a fractional part, separated by a decimal point. In 5.75, 5 is the whole number part and 75 is the fractional part.
Decimal PointThe dot that separates the whole number part from the fractional part in a decimal number. In 12.34, the dot between 2 and 3 is the decimal point.
Place ValueThe value of a digit based on its position in a number. For decimals, positions to the right of the decimal point represent fractions. In 0.123, the 1 is in the tenths place, the 2 in the hundredths place, and the 3 in the thousandths place.
Tenths PlaceThe first digit to the right of the decimal point, representing fractions with a denominator of 10.In 0.7, the 7 is in the tenths place, meaning 'seven-tenths'.

Core Formulas
Rule 1: Reading the Whole Number Part
Read the digits to the left of the decimal point as a regular whole number.
If there are digits to the left of the decimal point, read them first, just as you would any whole number.
Rule 2: Representing the Decimal Point
Say the word 'and' for the decimal point.
This word acts as a separator, connecting the whole number part to the fractional part. Do not use 'and' anywhere else in the number's word name.
Rule 3: Reading the Fractional Part
Read the digits to the right of the decimal point as a whole number, then state the place value of the *last* digit.
Determine the place value of the rightmost digit (tenths, hundredths, thousandths, etc.) and append it to the number formed by the decimal digits. Reme...
