Rule 1: Compare Whole Number Parts First
When comparing two decimal numbers, first look at the digits in the whole number part (to the left of the decimal point). The number with the larger whole number part is the greater number.
If the whole number parts are different, you don't need to look at the decimal part at all! For example, $3.5 > 2.99$ because $3 > 2$.
Rule 2: Compare Decimal Parts (Place by Place)
If the whole number parts are the same, compare the digits in each place value position from left to right, starting with the tenths place, then the hundredths place, and so on. The first digit that is different determines which number is greater.
