It’s not just one building or one person; it’s the entire set of rules, institutions, and people that organize public life. Every society in history has developed some form of governance because living in large groups creates problems that individuals can't solve alone.This leads to the idea of a social contract. You agree to give up some absolute freedoms (like driving as fast as you want) in exchange for shared benefits (like traffic laws that prevent chaos and save lives).
