Quotation Marks and Capitalization Enclose the exact words of a speaker in quotation marks. Capitalize the first word of the quotation. This rule ensures that readers know exactly what words were spoken and where the speech begins. Punctuation Inside Quotation Marks Periods and commas always go INSIDE the closing quotation mark. Question marks and exclamation points go inside if they are part of the quotation, and outside if they are not.
